I've tried every possible combination : creating the plugins folder, using the plugins folder in AppData/Roaming, pointing towards a folder within the preference menu in C4D. I'm doing the steps correctly, as I installed it on my laptop without any issues and I've been using Octane for years without installation ever being an issue. I'm starting to think that it comes from my computer but I'm at a loss. Octane uses the graphics card in your PC to render photo-realistic pictures super fast. Then I tried installing on several versions of C4D, same issues.
